The current price of $0.0594 is already below the October 4 low, but today’s candle is unfinished. A close below that floor would confirm further weakness after a 29.8% weekly decline. The next displayed support is $0.0374, about 37% below the current price, leaving substantial downside exposure. The scheduled burn does not establish that the price decline will reverse.

If you hold NEAR with gains, consider taking some profit if price revisits $5.57, the displayed resistance reached by the September 27 high. NEAR trades at $5.25 after gaining 140% over 30 days, far ahead of its sector’s 11% gain, but it has fallen 8.8% over the past week. The proposed issuance-cut vote is expected by October 11; it is not an enacted reduction. A return to $5.57 would offer a nearby place to reduce exposure before the vote. The next displayed resistance is $6.20 if the rally continues.
